SERVICE DELIVERY METHOD, SERVICE TERMINATION, AND REFUND POLICY
Applicable to the Blogbio Platform
PREAMBLE
This Service Delivery Method, Service Termination, and Refund Policy sets out how Blogbio provides online services under the Software as a Service (“SaaS”) model, the time at which services are activated and deemed delivered, the conditions for cancellation or termination, the principles governing data handling after termination, and the circumstances in which refunds may be issued for transactions conducted on the platform.
This Policy applies to all individuals and organizations that register for or use Blogbio services, including free plans, paid plans, and any additional services, features, or utilities offered by Blogbio from time to time.
This Policy shall apply together with the Terms of Service, Privacy Policy, Payment Policy, Content Policy, and other relevant Blogbio policies. In the event of any inconsistency between this Policy and a mandatory provision of applicable law, the applicable legal provision shall prevail.
By using the services, the User acknowledges that they have read, understood, and agreed to comply with this Policy.
1. METHOD OF SERVICE DELIVERY
1.1 Form of Service Delivery
Blogbio is a platform that provides services under the Software as a Service (“SaaS”) model, enabling Users to create, manage, and operate websites online through a web browser or other access methods supported by Blogbio from time to time.
The services are operated on cloud computing infrastructure and do not require Users to install server software or receive a physical copy of any software.
Users are granted only a limited right to use the services within the scope of the service plan for which they have registered. Such right shall not be construed as ownership of any Blogbio software, source code, or technical infrastructure.
1.2 Service Delivery Process
The services shall be provided through the following process:

The User accesses the Blogbio Website.

The User registers for or logs in to an account.

The User completes any verification required by the system.
-
The User selects a service plan or additional feature.
-
The User confirms the order information, price, term, and applicable conditions.
-
The User makes payment for paid services.
-
The system reviews the activation requirements.
-
Service usage rights are granted to the account.
-
The User creates a website, manages content, and uses the features included in the registered service plan.
1.3 Scope of Services
Blogbio may provide the following categories of services:

Online website creation;
-
Website management;
-
Content Management System (“CMS”);
-
Hosting for websites created on Blogbio;
-
Subdomains provided by Blogbio;
-
Custom domain connection;
-
Theme and interface management;
-
AI-powered content creation tools;
-
SEO tools;
-
Data analytics tools;
-
Other extensions and additional services published by Blogbio.
Not all features are available under every service plan.
1.4 Right to Modify the Services
To improve service quality, Blogbio reserves the right to:

Upgrade the system;
-
Modify the interface;
-
Change the technical architecture;
-
Optimize performance;
-
Patch security vulnerabilities;
-
Add or discontinue certain features.
Such changes shall not adversely affect the lawful usage rights already granted to Users under an active service plan, unless the changes are necessary to comply with applicable law or a request from a competent government authority.
2. REGISTRATION, VERIFICATION, AND ACTIVATION
2.1 Account Registration
Users must provide complete and accurate information in the registration form.
Registration information must be lawfully controlled or used by the User and must be updated whenever changes occur.
For business or organizational accounts, registration must be completed by an authorized representative or a person who has been lawfully authorized to act on behalf of the relevant entity.
2.2 Account Verification
Blogbio may apply one or more verification methods, including but not limited to:

Email verification;

Telephone number verification;
-
One-Time Password (“OTP”) verification;
-
Two-factor authentication (“2FA”);
-
Identity verification;
-
Other methods published by Blogbio.
Accounts that have not completed the required verification may have some or all features restricted.
2.3 Activation Conditions
A free plan shall be activated once the account satisfies the system’s technical requirements.
A paid plan shall be activated after:

The transaction has been successfully confirmed;
-
The User has satisfied the applicable verification requirements;
-
No indications of fraud have been detected;
-
The activation does not fall within any ground for refusal under this Policy.
Blogbio may delay activation where it is necessary to verify:

The payment transaction;
-
The User’s authority to use the payment method;
-
The identity of the registrant;
-
Applicable legal obligations;
-
A request from a competent authority.
2.4 Refusal of Activation
Blogbio reserves the right to refuse activation or deny service usage rights where it detects:

Falsified registration information;
-
The use of an invalid email address or telephone number;
-
Unlawful payment activity;
-
A transaction showing signs of fraud;
-
The use of another person’s identity;
-
A violation of the Terms of Service;
-
A circumstance in which the provision of services is prohibited by law.
A refusal to activate the services shall not limit Blogbio’s right to apply other measures under the Terms of Service.
3. TIME AT WHICH SERVICE DELIVERY IS COMPLETED
The services shall be deemed delivered by Blogbio when the User is able to access and use the features corresponding to the activated service plan.
The User’s failure to log in, create a website, or fully use the resources included in the service plan shall not constitute grounds for determining that Blogbio has not completed the delivery of the services.

Where activation cannot be completed due to an issue attributable to Blogbio after the User has made a valid payment, Blogbio shall prioritize remedying the issue, extending the service term accordingly, or issuing a refund under this Policy if the services cannot be provided within a reasonable period.
4. SERVICE TERM AND RENEWAL
The service term shall be determined according to the billing cycle specified in the order, Pricing page, or applicable contract.
Users shall have the right to use the services within the scope of the registered plan until the end of the paid service term.
For plans that support automatic renewal, Blogbio shall only charge the next billing period where the User has been informed of the renewal mechanism and has provided consent in accordance with the applicable process.
Users may disable automatic renewal before the next scheduled charge. Disabling renewal shall not affect the User’s right to use the services during the remaining portion of the paid billing cycle.
Where a renewal transaction is unsuccessful, Blogbio may:

Send a payment reminder;

Provide a grace period, where applicable;
-
Temporarily restrict certain features;
-
Downgrade the account to a free plan;
-
Suspend the services in accordance with this Policy.
The renewal price may differ from the initial promotional price and shall be disclosed before the renewal charge is made.
5. CANCELLATION OF SERVICE PLANS AND TERMINATION AT THE USER’S REQUEST
5.1 Right to Cancel Services
Users have the right to terminate their use of some or all Blogbio services according to their needs, provided that they have fulfilled all outstanding financial obligations and complied with this Policy.
Termination at the User’s request may include:

Disabling automatic renewal;
-
Canceling a paid service plan;
-
Downgrading to a free plan;
-
Closing the Blogbio account;
-
Requesting data deletion in accordance with the Privacy Policy.
The submission of a termination request does not mean that the request will be carried out immediately. Blogbio may verify the User’s identity, account ownership, and related obligations before processing the request.
5.2 Cancellation of Automatic Renewal
Users may disable automatic renewal through the account management page or other official support methods published by Blogbio.
After automatic renewal has been disabled:

Blogbio shall not charge the User for the next billing cycle;

The User’s service access shall remain available until the end of the paid service term;
-
Upon expiry, the account shall be transferred to a free plan, where available, or restricted in accordance with the applicable service plan conditions.
Cancellation of automatic renewal does not entitle the User to a refund for the remaining unused service period, unless the conditions for a refund under this Policy are satisfied.
5.3 Cancellation of a Paid Service Plan
Users may request termination of a paid service plan before its expiration date.
Unless otherwise provided or approved by Blogbio in writing:

The service plan shall remain effective until the end of the paid billing cycle;

Fees for any unused portion of the service period shall not be automatically refunded;
-
Cancellation of the service plan shall not create any right to receive a cash payment or service credit.
Where a User chooses to downgrade to a lower-tier plan before the end of the current billing cycle, Blogbio may apply the limits of the new plan from the date of the change or from the beginning of the next billing cycle, as displayed when the User confirms the change.
5.4 Account Closure
Users may request account closure through Blogbio’s official support channels.
Before closing an account, Blogbio may require the User to:

Verify account ownership;
-
Fulfill any outstanding payment obligations;
-
Disconnect custom domains or third-party services;
-
Download any data the User wishes to retain;
-
Confirm their understanding of the consequences of account closure.
Once the account has been closed, the User may no longer be able to access the website, data, or services previously provided, unless otherwise stated in this Policy.
6. SUSPENSION OR TERMINATION OF SERVICES BY BLOGBIO
6.1 Principles of Application
To protect the system, Users, partners, and legal compliance, Blogbio reserves the right to suspend, restrict, or terminate the provision of services in the circumstances set out in this Section.
Depending on the nature and severity of the matter, Blogbio may apply one or more measures individually or concurrently.
6.2 Grounds for Suspension or Termination
Blogbio may suspend or terminate services where it has reasonable grounds to believe that a User:

Has violated the Terms of Service;

Has violated the Content Policy;
-
Has violated the Payment Policy;
-
Has provided falsified information;
-
Has used another person’s documents or identity;
-
Has failed to complete required verification;
-
Has used an unauthorized payment method;
-
Has engaged in fraudulent conduct;
-
Has initiated a dishonest chargeback;
-
Has distributed malicious software;
-
Has distributed malware or ransomware;
-
Has engaged in phishing;
-
Has sent spam;
-
Has created a website for fraudulent purposes;
-
Has infringed intellectual property rights;
-
Has violated privacy rights;
-
Has stored unlawful content;
-
Has distributed prohibited content;
-
Has exploited system vulnerabilities;
-
Has exceeded allocated technical limits;
-
Has used bots in a manner that adversely affects the infrastructure;
-
Has carried out a Denial-of-Service or Distributed Denial-of-Service attack (“DoS/DDoS”);
-
Has compromised the information security of Blogbio or a third party;
-
Is subject to a lawful request from a competent government authority;
-
Falls within a circumstance in which the law requires the services to be discontinued.
6.3 Enforcement Measures
Depending on the circumstances, Blogbio may apply one or more of the following measures:

Issue a warning;
-
Require remedial action within a specified period;
-
Temporarily disable a feature;
-
Restrict system resources;
-
Suspend a website;
-
Temporarily suspend an account;
-
Refuse activation;
-
Downgrade the service plan;
-
Disable a Blogbio-provided subdomain;
-
Remove violating content;
-
Terminate all services;
-
Preserve evidence;
-
Cooperate with competent authorities.
The application of one measure shall not prevent Blogbio from applying additional measures where necessary.
6.4 Notice
Where circumstances permit, Blogbio shall provide prior notice to the User through email, the dashboard, or registered communication channels.
In urgent circumstances, including but not limited to:

Distribution of malware;
-
Ongoing fraud;
-
An immediate threat to system security;
-
A data breach;
-
Child exploitation or abuse;
-
A request from a government authority;
-
Conduct that may cause immediate loss or damage,
Blogbio may apply technical measures immediately without prior notice.
7. CONSEQUENCES OF TERMINATION
Following termination of a service or account, some or all corresponding usage rights may cease.
Depending on the circumstances, the consequences may include:

Revocation of account access;
-
Suspension of the website;
-
The website being placed in offline mode;
-
Revocation of a Blogbio-provided subdomain;
-
Deactivation of APIs;
-
Revocation of access tokens;
-
Disconnection of third-party integrations;
-
Loss of access to paid features.
Where a User uses a custom domain, renewal, transfer, and management of that domain shall remain the responsibility of the User or the relevant domain registrar.
Blogbio shall not be responsible for the loss of rights to a custom domain managed by the User or the domain registrar.
7.1 Surviving Obligations
Termination of the services shall not terminate any rights or obligations that, by their nature, are intended to survive, including but not limited to:

Payment obligations;
-
Confidentiality obligations;
-
Intellectual property rights;
-
Indemnification obligations;
-
Liability arising from violations;
-
Obligations to cooperate with competent authorities;
-
Dispute resolution obligations.
8. DATA EXPORT, RETENTION, AND DELETION
8.1 Right to Export Data
Before an account or service plan is terminated, Users may use tools provided by Blogbio to download their data or submit a support request for data export where this feature is available.
Data export may be restricted where:

The data belongs to a third party;
-
The data relates to system security;
-
The data is subject to an investigation;
-
The law prohibits disclosure of the data.
8.2 Backup Responsibilities
Users are responsible for proactively backing up important data during their use of the services.
Although Blogbio may maintain internal backup mechanisms to support system recovery following technical incidents, such backups do not constitute a dedicated data storage service for individual Users and do not create an obligation for Blogbio to restore data at the User’s request.
8.3 Retention Period
After an account or service plan has been terminated through the standard process, Blogbio may continue to retain data for a reasonable period in order to:

Allow the User to export data;
-
Restore the account at the User’s request;
-
Resolve disputes;
-
Comply with legal obligations.
The specific retention period may vary depending on the type of data, the relevant service plan, or applicable law.
8.4 Data Deletion
Upon expiry of the retention period, Blogbio may:

Delete the data;
-
Anonymize the data;
-
Overwrite the data;
-
Remove the data from active systems.
Technical backup copies may continue to exist until the relevant backup cycle has been completed in accordance with internal operating procedures.
Once data has been permanently deleted, Blogbio does not guarantee that it can be restored.
8.5 Exceptions
Blogbio may retain certain data beyond the standard retention period where necessary to:

Support an investigation;
-
Resolve a dispute;
-
Fulfill tax obligations;
-
Fulfill accounting obligations;
-
Prevent fraud;
-
Protect Blogbio’s lawful rights and interests;
-
Comply with a request from a competent government authority.
9. REFUND PRINCIPLES
Blogbio provides digital services under the Software as a Service (“SaaS”) model. Once the User’s service usage rights have been activated, the transaction shall be deemed to have been performed.
Refunds shall only be considered in the circumstances specified in this Policy, the Terms of Service, a separate agreement between the parties, or where required by mandatory provisions of applicable law.
Blogbio applies the following principles:

A refund shall be considered in relation to each specific transaction and shall not automatically apply to the entire account.
-
Before issuing a refund, Blogbio may prioritize alternative remedies, including activating the correct service plan, extending the service term, granting service credits, or providing another remedy of equivalent value, subject to the User’s consent.
-
The refundable amount, where applicable, shall not exceed the amount actually received by Blogbio from the relevant transaction after deducting any fees outside Blogbio’s control, in accordance with applicable law or agreements with the payment service provider.
-
Taxes, bank charges, foreign exchange fees, or other third-party costs may be excluded from the refund where Blogbio was not the entity that collected such amounts.
10. CIRCUMSTANCES IN WHICH REFUNDS MAY BE CONSIDERED
Blogbio may consider issuing a refund in the following circumstances:

The consideration or approval of a refund in a particular case shall not establish a precedent or create an obligation to apply the same outcome to other transactions.
11. NON-REFUNDABLE CIRCUMSTANCES
Unless otherwise required by law or separately notified by Blogbio, Users shall not be entitled to a refund in the following circumstances:

The User changes their intended use after the transaction has been completed.
-
The User does not use or does not fully use the service plan during its applicable term.
-
The User does not log in, create a website, or fully use the features included in the purchased plan.
-
The account is suspended or terminated due to a violation of the Terms of Service, Content Policy, or other Blogbio policies.
-
The User forgets to cancel automatic renewal even though the renewal mechanism was clearly disclosed before the transaction.
-
The issue arises from the User’s device, Internet connection, browser, DNS, domain name, or a third-party service outside Blogbio’s control.
-
The User fails to provide sufficient information or documents required for activation or account verification.
-
Promotional amounts, discount codes, service credits, or other benefits have no cash redemption value.
-
The refund request is submitted after the applicable deadline without a valid reason or supporting evidence.
12. REFUND REQUEST AND HANDLING PROCEDURE
12.1 Required Information and Documents
The User must provide the following information:

Full name or organization name;
-
Registered email address or telephone number;
-
Blogbio account ID;
-
Order ID or transaction ID;
-
Date and time of payment;
-
Amount paid;
-
Relevant service plan;
-
Reason for requesting the refund;
-
Proof of payment or other supporting documents, where available.
Where a refund cannot be made to the original payment method, Blogbio may request additional verified information regarding the account designated to receive the refund.
12.2 Handling Procedure
The refund request procedure shall include the following steps:

Receive the request and assign a tracking reference number.
-
Verify the identity of the requester.
-
Review the transaction status and service usage rights.
-
Reconcile the transaction with the payment system or payment service provider, where necessary.
-
Determine whether the refund conditions under this Policy are satisfied.
-
Notify the User of the handling outcome.
-
Issue the refund or grant service credits.
-
Send confirmation of completion and retain the relevant records.
During the handling process, Blogbio may require the User to provide additional documents where the available information is insufficient for verification.
12.3 Processing Timeframes
Users should submit refund requests within seven (7) days from the transaction date or from the date on which the relevant error was discovered.
Upon receipt of a complete and valid request:

Blogbio shall acknowledge receipt within a maximum of two (2) business days.

The standard processing period shall be from seven (7) to fifteen (15) business days.
-
Where verification with a bank, card issuer, or competent authority is required, processing may take longer, and Blogbio shall notify the User where appropriate.
13. REFUND METHOD AND COMPLETION TIME
Blogbio shall prioritize issuing refunds through the original payment method used for the transaction.
Where this is not possible, Blogbio may:

Transfer the refund to a verified bank account provided by the User;
-
Grant service credits with the User’s consent;
-
Use another refund method permitted by law or agreed between the parties.
The time required for the refunded amount to be credited to the User’s account depends on the relevant:

Bank;
-
Card issuer;
-
Electronic wallet provider;
-
Payment gateway;
-
Financial institution.
Blogbio shall be deemed to have fulfilled its refund obligation once it has submitted a valid refund instruction to the payment service provider and provided confirmation to the User.
14. COMPENSATION AND FORCE MAJEURE EVENTS
14.1 Limitation of Compensation Liability
The issuance of a refund shall not constitute an admission of fault by Blogbio.
Blogbio’s financial liability, where applicable, shall be determined in accordance with the Terms of Service and shall not exceed the limits permitted by law or the value of the relevant transaction, unless otherwise required by law.
14.2 Force Majeure Events
Blogbio shall not be responsible for refunds or compensation arising from service interruptions caused by force majeure events, including but not limited to:

Natural disasters;
-
Fire;
-
War;
-
Civil unrest;
-
Epidemics or pandemics;
-
Widespread power outages;
-
Telecommunications disruptions;
-
Large-scale cyberattacks;
-
Decisions or orders of competent government authorities;
-
Other events beyond Blogbio’s reasonable control.
In such circumstances, Blogbio shall use reasonable efforts to restore the services as soon as practicable and may apply appropriate support measures depending on the specific situation.
15. APPEALS AND POLICY UPDATES
Users may appeal a decision relating to the rejection of a refund request or termination of services within fifteen (15) days from the date on which they receive the relevant notice.
The appeal request should include:

The request reference number or transaction ID;
-
The grounds of appeal;
-
Additional supporting grounds or documents, where available.
Blogbio shall review the matter in accordance with its complaint-handling procedure and notify the User of the outcome within a reasonable period.
16. FINAL PROVISIONS
This Policy shall take effect from the date on which it is published by Metaconex on the Website.
If any provision of this Policy is determined to be invalid under applicable law, the remaining provisions shall remain in full force and effect.
This Policy shall be governed by applicable law and shall apply together with the Terms of Service, Privacy Policy, and other Blogbio policies.
